Improved Sewer Plant Treatment Price Tagged At $3 Million

Sludge-treatment upgrade would save money in the long run, study says

After a study recently completed by Arcadis-US of Clifton Park, in New York State, the Gloversville-Johnstown Wastewater Treatment Facility found it will cost approximately $3 million to treat the waste more efficiently. Engineer Tyler Masick from the plant briefed the Gloversville-Johnstown Joint Sewer Board. A study of the facility's sludge-drying process and processes to bulk up the sludge before it goes to the Fulton County landfill for disposal was previously authorized by the Joint Sewer Board.

The Fulton County landfill has a contract that was signed in 1998 by the Joint Sewer Board to transport and dispose of the sludge in their landfill. Since the amount of sludge deposited at the dump has grown since 1998, the county approved an amendment to the contract last spring for a $500-per-day surcharge on the sewer plant. Additional activity at the sewer plant has increased the quantity of waste. Several factors were included in the study such as electrical use, natural-gas use, heat recovery, maintenance, laboratory and landfill tipping fees. Several drying options were proposed by Arcadis-US for the sewer plant to consider.

Masick said, to implement the project, initial capital costs for a sand blending process may cost between $2.7 million and $3.2 million, which is "hard to beat." George Bevington, facility consultant, said capital costs can be high but the process can help the plant handle sludge and would eventually result in savings. He said that last April the plant encountered difficulties with sludge bulking using a coal ash product. It hardened when mixed with the waste, solidified on the conveyor belts and made it difficult to remove from trucks. A short-term solution has been implemented by substituting sand for the ash product, Bevington said. The Joint Sewer Board took no action at this time.
