The House of Commons Public Accounts Committee (PAC) said the BBC "did a good job" overall moving from London to its new location in the MediaCityUK in Salford. Some of the moving allowances were "difficult to justify" and "excessive" on the surface but the higher scale of spending has been looked into. The move was completed on time and under the £224m budget. In a press statement, the PAC said it “recognized BBC North was delivered on time, under budget and with no break in services."
Among the services that moved to MediaCityUK in Salford was BBC One Breakfast, BBC Sport, Children's and radio station 5 live along with 850 staff members. Eleven staff members exceeded £100,000 per person relocation costs and one member spent £150,000 making the move. The committee's report stated that the average cost was £28,000. The report said, "Some relocation allowances that the BBC paid to staff to move to Salford seem excessive and its recording of exceptions, some of which resulted in higher payments, was inadequate."
The 11 cases reflected the ownership of high-value properties in the Southeast, higher stamp duty and other costs, according to the PAC report. The PAC report added that approximately 10% of relocating staff received allowances higher than BBC's standard policy and the reasons for many of these exceptions were not clearly recorded. In conclusion the committee said "the BBC completed most aspects of the move to Salford successfully" and the real success of the move "depends on the BBC achieving the wider benefits it promised."
